The document is handwritten in Yiddish and describes the purpose of the organization and how the governing body and the congregation shall conduct business. The Agudas congregation was Orthodox, part of a small and diverse South Side community composed primarily of Romanian and Russian immigrants. Among other admonishments, the document proscribes talking out of turn or over one another at congregational meetings, advocating instead of observing Roberts Rules of Order, a new concept for first-generation immigrants. The application consists of a copy of the Intent to Participate contract for each involved school district; a listing of schools participating in the planning; a Memorandum of Agreement to particpate in the school planning process; budget documents; meeting minutes; a list of school board members; biographical data sheets on each board member; bylaws of the school board; and recruitment brochure for a superintendent of the new school.
